Driving lessons more accessible

If teenagers could get more help with Driving lessons either within school or outside of school as they are really expensive as well as tests and theory and everything. 

It's a really important skill to have but it's only really for teenagers who can afford to have the lessons and take the test. If there is help for this, it would be good to know more about it as I haven't seen anything. (age 18, Rugby)
